Measure O Facilities Planning & Development

Downey Unified School District’s goal is to develop all students to be self-motivated learners and productive, responsible and compassionate members of an ever-changing global society. To meet this goal the mission of the Facilities Planning & Development Department at Downey Unified is to design and construct clean, safe, and inviting schools that inspire teaching and learning.

A school structure can symbolize hope, opportunity, or stability for students. Physical environments have been shown to make a difference in education by improving attendance, achievement, and retention and even rates of graduation. Perhaps the greatest impact of clean, safe, and inviting schools is that they show our students and teachers that they are respected and valued individuals. It further shows the importance of education here at the Downey Unified School District.

Vince Madsen, Senior Director of Facilities Planning & Development, leads the Facilities Planning & Development team. The services provided by the Facilities Planning & Development Department are strategic planning, program, project, and construction management, and contracts and labor compliance. Additionally, the team manages the implementation of the $248 million District Measure O bond that was approved by 61 percent of Downey voters in 2014.

In conjunction with the Citizens’ Bond Oversight Committee, the Facilities Planning & Development Department is making your dollars go further because all Downey kids deserve the best!

Vince

Vince Madsen
Senior Director

Read Biography

Vince Madsen has 20 years of experience working on California schools and has spent most of his career in the South Bay around LAX working for multiple school districts as their Director of Facilities or their Construction Manager. As the Senior Director of Facilities Planning & Development at Downey Unified School District, Vince is currently managing multiple Measure O bond projects. Before working for school districts, Vince worked for a commercial contractor working on school facilities and City municipal buildings. When Vince isn’t planning school facilities, he is at home building the ultimate backyard oasis.

Luis

Luis Torres
Program Manager

Read Biography

Luis Torres is the Facilities Program Manager at Downey Unified School District, where he is planning multiple Measure O bond projects. He obtained his architecture degree from the California State Polytechnic University of Pomona. Luis brings over 10 years of experience ranging from working on custom residential projects in Orange County to larger projects in educational and institutional facilities in Los Angeles County. His artistic and creative personality carries over to his spare time as he enjoys playing music, designing artwork, and participating in outdoor activities with his family.

Annie

Annie Aung
Construction Coordinator

Read Biography

Although Annie’s background is in Special Education where she worked with elementary students, she transitioned to Facilities Planning at Wiseburn Unified School District.  She hit the ground running and was part of the Facilities Planning team that built the Wiseburn High School and Sports Complex Project which consisted of a high school building, gymnasium, and aquatics center. As the Facilities Construction Coordinator for Downey Unified, Annie is overseeing the on-site construction activities for the Measure O Bond projects. Whenever they have a spare moment, Annie and her husband try to take their three kids on as many adventures as possible.

Lisa Stenstrom
Budget/Financial Analyst

Read Biography

Lisa Stenstrom is the Budget/Financial Analyst for the bond program, where her main focus is creating and tracking budgets and dollars for all of the many projects that are funded by the bond. She started her DUSD career in the payroll department and prior to that handled accounting and operations for a small consumer electronics accessories company in Pasadena. She has lived in SoCal her entire life and graduated cum laude from CSULB with a double major in Accountancy and Human Resource Management and a minor in Business Economics. She especially enjoys travel and travels every chance she can get!

Kay

Kay Domingo
Senior Secretary

Read Biography

Kay Domingo is the Facilities Senior Secretary here at Downey Unified School District, where she performs a wide variety of clerical work related to the Measure O Bond. Kay comes to the district from Loyola Marymount University where she worked as the General of the Student Worker Program directly reporting to the Associate Dean of Student Affairs. Her first job at the district was a Physical Education Teachers Assistant at most of the elementary schools. On her off-time. Kay enjoys teaching dance with Downey Foundation for Educational Opportunities.
