Facilities Planning & Development

Downey Unified School District’s goal is to develop all students to be self-motivated learners and productive, responsible and compassionate members of an ever-changing global society. To meet this goal the mission of the Facilities Planning & Development Department at Downey Unified is to design and construct clean, safe, and inviting schools that inspire teaching and learning.

A school structure can symbolize hope, opportunity, or stability for students. Physical environments have been shown to make a difference in education by improving attendance, achievement, and retention and even rates of graduation. Perhaps the greatest impact of clean, safe, and inviting schools is that they show our students and teachers that they are respected and valued individuals. It further shows the importance of education here at the Downey Unified School District.

Annie Aung, Director of Facilities Planning & Development, leads the Facilities Planning & Development team. The services provided by the Facilities Planning & Development Department are strategic planning, program, project, and construction management, and contracts and labor compliance. Additionally, the team manages the implementation of the $248 million District Measure O bond that was approved by 61 percent of Downey voters in 2014.

In conjunction with the Citizens’ Bond Oversight Committee, the Facilities Planning & Development Department is making your dollars go further because all Downey kids deserve the best!

Annie

Annie Aung
Director

Read Biography

Although Annie’s background is in Special Education where she worked with elementary students, she transitioned to Facilities Planning at Wiseburn Unified School District.  She hit the ground running and was part of the Facilities Planning team that built the Wiseburn High School and Sports Complex Project which consisted of a high school building, gymnasium, and aquatics center. As the Director for Downey Unified, Annie is managing the start of the Measure K Bond projects. Whenever they have a spare moment, Annie and her husband try to take their three kids on as many adventures as possible.

Frank Hoover
Assistant Director

Read Biography

With more than 25 years of dedicated service to Downey Unified School District, Frank Hoover brings extensive experience in facilities planning, construction, and operations. As Assistant Director of Facilities Planning & Development, he leads the coordination of complex bond-funded construction and modernization projects while working closely with architects, engineers, contractors, consultants, and school communities. Frank is passionate about building collaborative teams and delivering facilities that support exceptional educational opportunities for Downey students.

Jose Belmonte
Construction Coordinator

Read Biography

Jose is the Facilities Construction Coordinator for the Downey Unified School District, managing construction projects, facility upgrades, and coordination across district sites. He previously served as Lead Computer/Network Support Technician, directing a team responsible for districtwide technical services and training.

His earlier experience with DUSD includes roles as Computer/Network Support Technician, Maintenance Painter and Skilled Trades Assistant, supporting construction and maintenance operations throughout the district. From 2011 to 2013, Jose also worked as a residential and commercial licensed general contractor, bringing valuable hands-on construction expertise to his current leadership role.

Savana Weaver

Savana Weaver
Construction Coordinator

Read Biography

Savana Weaver is the Facilities Senior Secretary here at Downey Unified School District, where she performs a wide variety of clerical work related to the Measure O Bond. Savana comes to the district from Vanguard University as a student athlete and Magna Cum Laude graduate. Her first job at the district was a Physical Education Teacher’s Assistant at most of the elementary schools. On her off-time, Savana enjoys coaching youth sports and spending time with her family.

Herb Baldelomar
Senior Secretary 

Read Biography

With ten years of dedicated service in Downey Unified, Herb has built a strong foundation within the district, working his way up from the Food Service Department to his current role as Senior Secretary. Over the years, he has gained valuable experience in various positions, including School Site Office Manager and Human Resources Technician. Herb is particularly skilled in using the BEST system and Google Sheets, bringing a wealth of knowledge and technical expertise to his role.
