Beginning the 2026-2027 school year, Warren High School is implementing a new cell phone policy in alignment with California’s Phone-Free School Act (AB 3216) and Downey Unified Board Policy 5131.8. The goal is simple: create learning environments that are focused, engaging, and distraction-free. Click here to check out some FAQ’s.
✅ Students Can Still Bring Their Devices
Students may bring cell phones and other personal electronic devices to school. However, devices must be turned off and put away during instructional time unless a staff member authorizes their use or a student’s IEP, 504 Plan, or medical accommodation permits otherwise. Students will be able to access their phones during snack and lunch.

The policy applies to:
- Cell phones
- Smartwatches
- Earbuds and AirPods
- Headphones
- Tablets
- Personal laptops
- Personal iPads
- Gaming devices
- Smart glasses
- Other personal electronic devices
- NOTE: Only DUSD-issued iPads will be used during class time. Bears: do not bring your personal iPads or laptops to school!
🎓 During Class Time
During instructional time, devices must be turned off and stored in the pocket chart as directed by staff. Students may not access their devices unless specifically authorized by a teacher or staff member.
☎️ Need to Reach Your Student?
If a family needs to contact a student during the school day, please call the school office. Important messages will be delivered promptly. Students can also contact a parent or guardian through the office if needed during the school day.
🚨 In the Event of an Emergency
Students may use their devices when directed by staff or when necessary for personal safety. The district will continue communicating with families through established emergency notification systems.
⚠️ What Happens If a Student Violates the Policy?
Warren High School will use a progressive discipline process, beginning with device confiscation and increasing consequences for repeated violations.
